Planning: Direct experience in regional planning, with emphasis in transportation and environmental planning
Knowledge of the phases of a transportation project from design to construction, as well as the various types of funding options available.
Direct involvement of the role that Metropolitan Planning Organizations (MPOs) play in the regional transportation planning process, and understanding of its operation by the Transportation Planning Policy Board (TPPB) and Technical Advisory Committee (TAC). Aware of the differences between Transportation Management Areas (TMAs), Non-TMAs, and Rural Planning Organizations.
Knowledge of the purpose of the various plans and programs associated with an MPO: Metropolitan Transportation Plan (MTP), Transportation Improvement Program (TIP), Unified Planning Work Program (UPWP). Likewise, knowledge of how each MPO's plans fit in with the statewide counterparts of these plans, the Statewide Transportation Plan (STP) and Statewide Transportation Improvement Program (STIP).
Knowledge of air quality monitoring as well as the implications of non-attainment in transportation planning in a region. I have given several educational presentations to children and adults on ground-level ozone.
Experience using TxDOT's Crash Record Informaton System (CRIS) data to generate crash rates and other statistics.
Experience in public involvement measures that seek to incorporate all citizens: increasing social media presence, public hearings, mailings, workshops, and emphasis in areas of environmental justice. Organized and led a series of interactive and online public workshops for the development of the 2040 MTP that sought geographic feedback in the form of maps, and general and frequency feedback in the form of surveys, about congestion, safety, bicycle and pedestrian facilities, transit, freight, and aviation.
Part of the team that implemented a Congestion Management Process into the planning efforts of the MPO by communicating the purpose, assisting in the technical selection of the regional congested network, and identifying and weighing options for collecting data to monitor congestion levels.
Experience in using TTI's TRENDS model to determine the financial projections and fiscal constraint of an MPO in order to prioritize projects based upon reasonable forecast of future available funding. Competence in TxDOT's breakdown of categories of funding.
Assisted CTCOG's Homeland Security team in the development of hazard scenarios for our region, including tornado, flood, chemical spill, wildfire, and active shooter events in order to assess the effect on critical infrastructure, residents, property, roadway infrastructure and emergency responder routing.
